Ashland new parking contract costs $109k a year
The city of Ashland approved a new five-year contract with Diamond Parking Services, which is about 10 to 20 percent more cost-effective than enforcing parking in-house, City Administrator Kelly Madding says.
That doesn’t include the cost of purchasing necessary equipment, Madding told the City Council at its Dec. 18 meeting.
The annual cost of the contract is just under $109,000.
Parking is enforced within the downtown corridor on Main Street and Lithia Way from the Plaza to the library. Occasionally parking is also enforced within a number of timed parking zones in the Railroad District.
Diamond staff members manage the collection of parking fees, are the first line of contact for citation disputes, regularly attend Municipal Court if required and perform routine maintenance on the parking meters in the Hargadine parking structure, according to a staff report.
Adam Hanks, assistant to the city administrator, has said parking ticket fees were raised about a year and a half ago, and revenues run from $175,000 to $200,000 annually after expenses.
Because of Public Employees Retirement System benefits, health insurance and union-bargained wage scales, enforcing parking in-house would cost 10 to 15 percent higher in benefits alone than the current contract, the staff report said.
